This event brings together academics and policy-makers from Brazil and the United Kingdom in order to debate data governance challenges that are common to the two jurisdictions, with a view to facilitating mutual learning on effective data governance strategies. It features a discussion on the attempts made in both jurisdictions to promote open data, data sharing and interoperability in some key sectors of the economy, as well as a specific focus on health, where Brazil tried to replicate the successful dynamics observed in the financial sector.

13:40 - 15:00 Panel 1: Health Data Governance: When Sharing (Responsibly) is Caring

This panel highlights the main promises and challenges faced by Brazil and the UK in making effective (re)use of data that is available to patients and health professionals, whilst respecting the applicable data protection legislation. This includes a mapping out existing datasets and types of beneficial uses, the infrastructural and legal challenges in operationalizing effective sharing and re-use of data, and emerging solutions for a responsible data governance approach given the peculiarities of the health sector.

15:30 - 17:30 Panel 2: Towards Effective Data Strategies: Taking Stock and Moving Forward

This panel focuses on learned lessons and devising best practices in data governance regimes by looking at the implementation of existing sectorial initiatives, such as open finance and open insurance, and exploring the potential for horizontal solutions. It begins with a presentation of the Brazilian draft bill on the data economy law and the UK smart data roadmap 2024-2025, followed by reactions of a diverse set of speakers with the aim to provide insights of sectorial developments in data sharing. It aims to identify common challenges, best practices and cross-sectoral dynamics that can be harnessed to foster more effective data strategies.
