Interviewed on whether this is the step into the right direction and whether it means more unity for the EU Dr Wolff explains that “given that a couple of months ago discussions over refugee relocation across Europe were completely stalled; the recent agreement is a positive development”. However, Dr Wolff argues that 'EU unity will be tested on several issues in the months and year to come.
