Biography:
Dr Panagiotopoulos is a Reader in Information Management and the co-Director of the Public Management and Regulation research group. He completed a PhD in Information Systems at Brunel University of London (2011) and an MEng equivalent degree in Electrical and Computer Engineering at the National Technical University of Athens (2008).
Dr Panagiotopoulos is the co-editor-in-chief of Government Information Quarterly, the leading academic journal of digital government research published by Elsevier. He is a member of the editorial board for the Information Systems Journal, New Technology, Work and Employment and the International Journal of Public Administration. He has been a track chair for the British Academy of Management conference (2016-2018), the IFIP 8.5 International Conference on eGovernment (2015-2024) and has also held various associate editor and track chair roles for the European, American and International Conferences on Information Systems.
Dr Panagiotopoulos is a former Fellow of the UK’s Alan Turing Institute (2018-2024) where he contributed to the Institute’s initiatives in data science and AI skills.

Supervision
Areas of supervision expertise:
Dr Panagiotopoulos is interested to supervise PhD projects related to information technology applications with focus on government and policy. Indicative topics include digital governance, algorithmic regulation, data science, artificial intelligence and social media. For example, Dr Panagiotopoulos has been developing research the data-driven transformation of government and other organisations. Datasets in these areas could be explored from a strategy, public management or policy perspective. Projects that involve qualitative or mixed methods approaches can also be supported.

Public Engagement
Dr Panagiotopoulos is a former Fellow of the UK’s Alan Turing Institute (2018-2024) where he collaborated with the Institute's Skills team and was awarded one of the prestigious Skills Policy Awards 2023/2024. His work focuses on data organisational readiness and AI skills. As part of this project, he undertook fundamental research and engaged with stakeholders within the UK’s data skills policy and AI landscape.
In the past, Dr Panagiotopoulos has collaborated with central and local government organisations, including the Better Regulation Executive at BEIS, the Food Standards Agency, regulators in the UK, local authorities and DEFRA on issues of digital engagement, social data science and regulatory innovation. He further has significant experience of external engagement with labour organisations including the British Trades Union Congress (TUC), UNI Global Union and the Greek Federation of Bank Employee Unions.
